Users not resolving on all web applications but are resolving in central admin

I am facing problem while resolving users in people picker to add them to site. I have two environments(SharePoint 2013) one is test and other is dev, both are connected to same ADDS.

On dev environment there are no any issues with user resolution, but on test environment user's are only resolving in central administration application and for all other application I am getting error asUser does not exist or unique.

On test environment I have checked following things but still I didn't resolved the problem 

1. User profile servive - Running

2. App pool account - Has all rights.

Is there any other thing I can try or check? 

Help me if any one have faced the same problem.
