Service pack upgrade PSconfig after binaries installation

As per patch process we need to first install binaries by running setup on all sharePoint servers. Once completed we need to need to run PSCONFIG on all servers which will update database. My question is why I need to run this command since database will updated first time why to run from each server the PSconfig command.
