Related Queries Algorithm

Our QA Team is required to test the out of the box Related Queries web part in a new application and we are *not* allowed to populate via PowerShell. We found a blog that advised it 'builds itself' on searches done and 'clicked through six times'.

Can anyone help me understand what that really means? I've searched on a term (corporate compliance) and clicked on a result no less than 20 times and yet whe I search for just corporate or just compliance, I still see nothing in the related queries web part.
