SharePoint 2010 SSRS integration SQL 2008 r2 subscription behavior

We have a library or reports. Some have subscriptions on them. Users get the report sent to them without issue. When they come and try to view the subscription they see nothing. 3 out of 4 people see no subscriptions listed on some of the reports. One person does see them and can edit them.

Again this is not always true. there are some reports that have email subscriptions which we can all see. But some reports show no subscriptions yet we are getting the emails sent for one and there is at least one person who can see the subscriptions.

Of the people who cannot see or edit the subscriptions two of the people who cannot see them are in the owners group with full-control. One is in the owners group, is site collection admin and is the farm admin.

Does this sound like it is working properly?

If this is some sort of thing where "subscription owner" is the only one that can view and edit some subscriptions; is the a way to change or share ownership?

I reviewed this https://msdn.microsoft.com/en-us/library/bb326284(v=sql.105).aspx and the full control users seem like they should be able to see any subscription in there.
