How to Restrict the access on the View all site collection on SP 2010

Dear All, 

Is any one know how can i restrict the access on /_layouts/viewlsts.aspx in 2010. I don't want to hide the link what i want that if some one access directly this page it will not access with any register member. Only admin can access it, I already applied the web.config restricted access but its still showing infront of every register member
