"User Profile Sync is not currently provisioned."

Small farm, 1 WFE, 1 APP, 1 SQL. UPS had been chugging along fine for years, but reports of problems this week got me troubleshooting. User Profile Synchronization Service is Started on the APP server and has been for over a year.

I checked FIM and it hasn't updated since 3/28, which was the same day we removed an old WFE from the farm. The WFE had no SP services running, and was removed by running Config Wizard. Sites are all up and running fine, CA no longer shows the old server.

Edit Timer Job shows that it was last run last night.

IISRESET on all WFE and APP? Any other troubleshooting I can perform?
