Table of Contents web part is missing in SharePoint 2010

I am the farm admin and have top permission, but when I try to add Table of Contents web part to a subsite, I cannot find it anywhere: in edit page > insert web parts >all web parts, and in Site actions >Site settings >Galleries >Web parts.

Is there any feature that must be set up before Table of Contents can show up?
