SharePoint 2010 cumulative update installer error message -"an error occurred while running detection "

I am trying to install the "SharePoint 2010 CU" installer on my test server and getting the above error.

1. double click on the CU "exe"

2. It displays the an "error occurred while running detection "

The same installer is fine on another VM. I think no issue with the installer. Please share your ideas.
