Information Management Policy Settings not working

I have a Document Library for which I want to send older documents to the recycle bin.

I have a policy Created + 2 years sends it to the Recycle Bin.

I've checked Timer Jobs for  Informantion management policy and Expiration policy, both of which are set to run weekly and ran successfully. Information Mgmt completed at 7/30 at 10:44am, Expiration at 7/31 at 12:06am.

Checked the recycle bin this morning, there are thousands of documents older than 2 years but found 0. Is the Created + 2 years not the same as Created +> 2? Would it need to have been created exactly 2 years from the date the jobs ran?

What should I check? Thanks.
