Joining new WFE server to existing SP 2016 farm is getting failed at 3 step - Failed to connect to the Config DB

Server farm details:

1 SQL server, 1 Application server(hosting CA), 1 WFE server(this server is getting failed while joining the farm).

This is new SharePoint 2016 setup, configuring the Application server went fine. Facing the below error while joining the new WFE server to this existing farm. Using the same farm account to run the config wizard in the WFE server, which has access to SQL server. 

Error log:

Failed to connect to the configuration database.
An exception of type Microsoft.SharePoint.Upgrade.SPUpgradeException was thrown.  Additional exception information: One or more types failed to load. Please refer to the upgrade log for more details.

Please let me know any troubleshooting steps for this. Tried most of the required troubleshooting option, but no luck.
