Sharepoint 2010 Rename - Unable to do due to "The local farm is not accessible"

Context:

SharePoint Foundation 2010 on a Team Foundation Server 2010 Server which was renamed.
SQL on the box and renamed.

Trying Rename Help  https://technet.microsoft.com/en-us/library/cc261986(v=office.14).aspx produced the error

"The local farm is not accessible. Cmdlets with FeatureDependencyId are not regis
tered." at start then with after rename-spserver "The local farm is not accessible"

IIS seems ok and I could start the sites, no change. Using the new name returns a 503 error.

SharePoint Services are running.

I then tried the "SharePoint Configuration Wizard" and removed old link and went to add new link
Asked for passphrase, unknown (long forgotten, before my time)

Tried https://blogs.technet.microsoft.com/nathbr/2010/08/11/forget-your-sharepoint-passphrase-no-problem/

Same error "Cannot access the local farm"

So catch 22, I cant do anything because I can't access the local farm

>> How do I get past this hurdle, I assume some part of thesystem is using an old reference ?
