Sharepoint Web Application Issue

if i create new webapplication with customized URL  it is promting to put the user name and password but i couldn't login .. i reset the password also but it is not happening..

But if i create a webapplication with default URl it is working fine.. so tell me how to create a new webapplication with customized URL .
