SharePoint 2010 - Failure During Upgrade From Standard License To Enterprise License

I am in the process of upgrading my SharePoint 2010 Farm in the staging environment from the Standard license to the Enterprise license.  The farm consist of a application server and 2 web front end servers.  When running the upgrade process I encounter the following error in the log.  As a result the upgrade does not complete.  Any help on this issue will be appreciated.

Failed to register SharePoint services.
An exception of type Microsoft.SharePoint.Administration.SPUpdatedConcurrencyException was thrown.  Additional exception information: An update conflict has occurred, and you must re-try this action. The object SearchAdminWebService was updated by NA\Nis-spadmin, in the PSCONFIG (4788) process, on machine VWNHAMWBSPS02.  View the tracing log for more information about the conflict.
