configuring time card management in sharepoint 2010

Hi All,

 I am new to Share point 2010, want to configure Time Card Management and have downloadedtimecardmanamgement.stp file and uploaded in to site action> Gallery solutions> but when while creating site and selecting template the uploaded timecardmanagement.stp is not displaying  in custom selection. Please help me to out from this issue. 

OR

If the procedure i am working on to configure Time Card Management in SP 2010 is wrong, Please guide me through correct configuration.
