SharePoint 2019 Classic & Modern Experience

Hello, 

We are going to migrate from SP 2010 to SP 2019. 

I've been reading that there is no 1:1 mapping of classic to modern web parts. It says we can create either new modern experience, or classic experience. So, does it mean that when we migrated to SP 2019, can we have old looking classic experience in SP 2019? Then we can plan for modern experience. It is important because we have custom design in SP 2010. I'm trying to find the best way and solution for the migration.
