Does the least restrictive also come into play if Someone has Full Control and Limited Access?

I have a user that has Full Control of a SharePoint site but when he goes to add A SharePoint list he gets access denied. 

His permissions are Full Control and Limited Access. I think that was a mistake but those are his permissions. 

He should have access because its least restrictive unless there is something special about Full Control that does not override it.
