Edit Item Button Greyed out even for Full Control User.

I have found a weird issue for a user. The user on a Windows 10 desktop no longer has access to Edit Items on Sites where they have full control. I know this is not a user permission issue in Sharepoint because I had the user log into a Windows 2008 Terminal server session and the buttons were available. To Solve this problem on users desktop, had the user start Chrome and/or IE with 'Run As Administrator'. Now the buttons are available. Does anyone understand why this is the case? How to solve a different way?We do not want users using internet browsers as administrator as that will open up a security vulnerability on that users desktop. Please help. Thank you.
