Web Analytics reports not available.

I upgraded from WSS 3.0 to Sharepoint Foundations last year.  Since then I have been able to run Web Analytics reports from Central Administration but not from the actual Site Settings on the SharePoint site.  I have recently decided to try and fix this problem but have had litte luck.  The issue is that sites that were upgraded from WSS 3.0 give the error "A web analytics report is not available for this site. Usage processing may be disabled on this server or the usage data for this site has not been processed yet."  I know my Web Analytics is working though because I can run reports from Central Administration and any sites that I have created since the upgrade has functioning Web Analytics reports in Site Settings.  Why would my old sites not be able to run the reports?  Is there some sort of site level upgrade I need to run to fix this issue?  I Reset to Site Definitions, but that did not work.  I'm not sure what else to try.
