Install and use WSP (FAB 40) in Sharepoint Foundation

I am very very new to sharepoint and still learning. I was trying to set up a test one to see how it works.

I come across "FAB 40" templates and want to give that a try. So I downloaded the "FAB 40" from the following link. And the installation structions on this page is mentioning about "solutions" under the "site settings". But on my SP Foundation, I don't have"solutions" when I go the "site settings"

So I found another article (following link) about how to install WPS. I followed that and have the helpdesk.wsp installed.

I deployed that globally like the attached screen  but when I create a new site. I don't see the template.

 

 

Here are my questions:

Why I don't see the "solutions" under the "site settings" screen.

What is the proper way to install these templates? How can you remove them if you don't them?
