Grant Permissions no longer available

Today I went into one of ours sites to grant permissions to a user and for some reason, I am no longer able to see the grant permssions button.  In addition to the i checked the permission levels and they are all greyed out. contriubute, approve....etc. I was able to modifiy these in the page.

I have have verified I am both a farm administrator, and site collection administrator. Does anyone know how I am able to get these permissions back?
