SharePoint 2010 - Merging Workbooks in Excel Services

Is there a way to have a user be able to modify 2 separate Excel workbooks for a period of time and then, when they've decided they are done, have the data merge into a separate Excel workbook? (Preferably to be shown in an Excel Web Access Web part)  That workbook / web part would then only be viewable by a handful of other people (not the original editor).

Is this possible using just Excel Services? Is there an approach that doesn't require more than basic knowledge of Excel?
