User Profile Photo

I need some help understanding some basics behind how the photos in our profiles work.

In SP 2007, we had a photo library our HR would use to upload new user photos.  We would take the URL for that photo and put it in a custom attribute so it would display for the user profile.

Now in SP 2010 it's not doing the same thing.  I've got the User Profile property Mapping for Sync setting set for our domain, thumbnailPhoto and Import.  (I've see it needs to be Export but I don't know why.)

A couple things.  First, I'm not exactly sure where the photos are stored.  I'm using a tool called Exclaimer Outlook Photos so I can replace photos in our domain but I honestly don't know where in the domain they are stored.  I'm guessing in our AD db. This mainly came out of people not seeing their new photos in the Outlook social bar.  We have a 2008 AD forest, just one domain.  So they're being put in AD, but we also have our Sharepoint photo library as well as a place for HR.  However, after setting up the user profile sync, the profiles in SP are not showing the correct photos.

So my question is, with AD in a 2008 forest, Sharepoint 2010, one farm and Outlook 2010 using the social bar, what is the best way to get the photos to update properly?  Where do these photos live?  Can Sharepoint push out from a library into AD so my HR can just update the library or will they also have to send me the photo and I update AD, which is then pulled back in SP via the sync?

Yes I'm confused.

But what I'm getting at seems the reverse, if we're already storing photos in SP and NOT allowing people to upload their own photos.
