How to let normal users view Report Snapshot History

I'm using SQL Server Reporting Services 2012 in SharePoint 2013 integrated mode.

One of our business needs is to enable users to view up to 16 past versions of a report. To accomplish this we decided to use report snapshots having the report server save up to 16 snapshots, generating every 30 minutes (as per our requirement) a new snapshot.

Our problem is that we cannot find a correct way to adjust the permissions on the users role so that they can click on the View Report History option of a specific report. Using http://msdn.microsoft.com/en-us/library/bb283148.aspx we concluded that the permission needed is View Versions which, as the link states, provides the following permission: View past versions of a document and report snapshots. . Unfortunately this does not work, the only moment that View Report History appears is when theEdit Items permission is given to the user. 

Does anybody know what permissions need to be granted so a user can view a report and also view a snapshot of the report? what are we missing here?

If this is not possible (so you must be able to Edit to view report history) does anybody know a work around for this? for example having a report of report snapshots which will list the snapshots and direct users to a report that executes the selected snapshot.

PD: also by following this link http://technet.microsoft.com/en-us/library/bb326416.aspx it states You must have Edit Items permission on the library that contains the report. To view or delete report history, you must have View Versions or Delete Versions permissions.
