SharePoint 2010 Permission which manages users only without content access

Hi Experts,

I am using SharePoint 2010. I would like to set up a permission level which can create/edit/delete users/groups and grant predefined permission level to users/groups, but which CANNOT read the library/list content of the sites. Such a permission level is used to do user management only (operators) without access rights to confidential content of the sites.

Can I do that?
