Business Data Connectivity service creation/starting issues

We have a need that requires adding the Business Data Connectivity Service to our SP 2010 deployment.  When creating the service application it just sits on the "Create New Business Data Connectivity Service Application" popup after clicking ok.  There is no error logged in the application log in Windows.  If I wait nothing ever changes and the popup just stays there.  If I cancel I now see the Business Data Connectivity Service Application in my list of Service application however it is stopped.  If I attempt open it via the linked name I get the following error.

The load balancer is not provisioned. Verify the load balancer was provisioned successfully before retrieving endpoint addresses.

I am opening IE as Administrator and I have tried deleting the application and recreating it but the same thing happens.  Any suggestions at to other logs I may be able to consult etc.. would be great.
