Report Library Template Not Available In Sub Web

Hi.

I have a site collection with "Sharepoint Server Enterprise Site Collection Features" enabled.  The "Reports Library" template is available at the top level site within this site collection.

I then created a sub web within this site collection.

The "Report Library" template is not available in the templates list when I try to create a report library in the sub web.

Why?
