Sharepoint 2010 - derive data from the site 'permissions' to populate a database view list?

Using SharePoint 2010 I have a site I am trying to setup.

The use of the site is to present an authority matrix for who is allowed to do what within the organization.

The organization is comprised of multiple groups and not all groups have the same processes.

Multiple people can be granted permission to perform multiple things within a group.

What I was hoping may be useful / a good way to approach this is to mirror the organization structure & responsibilities as site permissions, then derive the site permissions into a homogenous database view list.  The reason why this is 'better' than making tables and letting people edit them is that then this can all further be tied back to the user's Active Directory Domain credentials and provides a nice check & balance to avoid human data entry errors when assigning tasks.

Anyone here know how I could go about this, or where I could link a list view back to the site permissions within the SharePoint site structure?
