Deploy of powerpivotfarm.wsp stuck in Pending state

I am trying to upgrade a PowerPivot upgrade that went wrong.  One of the web servers had 10.0 (SQL 2008) on it, and I tried to retract it and then upgrade to 2012.  The powerpivotwebapp.wsp would never retract (tried all the stsadm -o commands), so I left it alone.  After I ran the deploy for PowerPivot, it is stuck in deploying, and no help with the stsadm commands or restarting the timer job.  (http://technet.microsoft.com/en-us/library/hh230903.aspx).
