unable to create publishing page(before that,there's someting wrong with the publishing feature )

First, we can not activate the publishing feature at sub site , and then we try to deactivate the publishing feature at root site and when activate that feature again, error appeared, said page liburary is missing. 

we used powershell to force the publishing feature active, that works and the publishing feature of the sub site can be activated also using that way.

now,the touble is that we can not create the publishing page. When we do that, exception throws.

the error includes:

(1)the list is not exist, which may be deleted by some one;

(2)AddPublishingPage Index (zero based) must be greater than or equal to zero

we have tried many approaches to fix it but failed. How to solve the problem?
