how to get one of lists from SP for offline editing by a command line?

Hello,
In my organisation I have found sharepoint server which nobody uses it. I have checked that there is only one interesting content on it - contact list based on an excel spreadsheet.
I would like to export this list to offline editing (without SP server) to xls or ods file. I have tried 'export to excel' option in list webiste but it exports dll which not allowing save and copy operations :(
I am using SP 2010 and Office 2010 on sqlexpress on W2k8 R2.
Is it any command which allow me to totally export all columns, fields to one xls file to allow users offline editing in Excel? 
Board of my organisation wouldn't like to keep Sharepoint online. I don't know why, but this is Board decision.

I thought about putting any command into Powershell interface or Sharepoint admin interface?
