Sharepoint Prerequisites Installer Fails on "Microsoft Chart Controls for .Net Framework 3.5"

 I am trying to install sharepoint 2010 on my server 2008 r2. I have installed sql server 2008 r2. While running the Prerequisites wizard, the Installer Fails on "Microsoft Chart Controls for .Net Framework 3.5". It says fatal error, when I try to install chart.exe with a manual download. I have run as an administrator. Still no success. I review the log file and get the warning, "Internet explorer has restricted this webpage from running scripts or active X controls. each time I allow blocked content run the install and get the same error. Anybody got a fix?
