We have a SP2010 farm that was upgraded from 2007. Trying to run an workflow activity duration report on a document library that has over 15,000 documents in it. The report can be run by the farm admin no problem, but a site collection admin or a user with full control over that document library is getting an error that they are hitting the list view threshold. We have upped the threshold to double the amount of items in the list but they are still getting the threshold limit error. The workflow is an OOB approval workflow.
I even tried setting a daily activity window for them to run the report, which did get them past the threshold limit error but the report errors out before finishing with this error.

For now I am having the admin run the report but would like the site collection admin, or a user with full control to be able to run it. I have searched for solutions but haven't come up with anything yet, any help would be appreciated.
