Create Site language resources

Hello dear colleagues, 

Please, what's the right way to deploy multilang site as WSP ? 

- I prepare inhouse some site for my customer. Site was prepared as multilang (EN, SK - slovak language). I did translations by switching me culture in "Select display language" menu and then I replace List Titles and Field Titles. 

- I saved this site as a template->I created MySite.WSP file, downloaded it. 

- On customer Sharepoint Foundation 2010 intranet site I uploaded and activated MySite.WSP solution. 

- When I create new Site from MySite.WSP site template on customer infrastructure, all lists, fields, custom actions ... title Resources was only in EN. Switching to SK culture had no effect. 

Please what is wrong on these steps ?
