Sharepoint Central Administration appears to not load css or scripts

We have SBS 2011 with Sharepoint and i'm currently trying to enable a few features in the Central Administration. Our companyweb site works great but when logging in to Central Administration all we get is what appears to be raw HTML and background javascript errors which cause a number of the buttons to not work at all.

I have uninstalled the Central Administration and reinstalled it but the problem persists.

I have checked the permissions at

C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\TEMPLATE\LAYOUTS\1033\STYLES

And everything seems to suggest files are available and security is set correctly.

I've also tried to run in Firefox and Chrome with the same results.

Does anyone have any experience of this issue or where to start troubleshooting it.
