Can't deploy PPS Dashboard to other site collection

Hello,

I created Business Intelligence Center Site collection, and I can create Dashboards, and deploy them through Dashboard Designer without any issues.

I want to deploy Dashboards to another site collection. When I change the server in Designer Settings, it stuck on loading empty workspace. How can I deploy Dashboards to another site collection? I have full control in site collections.
