Missing ok button on edit Navigation dialog box SharePoint 2010

Hello,

In SharePoint 2010 I am trying to add link to Gloabal Navigation. When I click Add Link on the page:http://xxx.xx.gov/_layouts/AreaNavigationSettings.aspx Navigation Dialog form appears. I am missing OK and Cancel button on the form.

I have publishing feature turned on.

Please help....
