attach a content db to a web application from other sharepoint farm

Hi

i have production envioranment

and a content db rbs enabled ,i restored from backup file it has huge size,

i have another test evironment in same domain  which prod has

In prod env: there is a  domain user  it has a permission of farm user and spadmin user

so in test evniornment i want to attach this db to a web application , what steps i will follow to do this
