target audiences in global navigation links not working

I have some links in Global Navigation.  I put some Sharepoint groups in the audience targetting.  And I have a test account that's not in these groups (is in a different group); and this account can still see the link.

Does Audience Targetting actually work?  Is there something else I need to do to make it work?
