"Data Alert" type subscription possible?

I have a SSRS report running in SP 2010 that pulls and summarizes information from an Oracle database.  My users are interested in seeing the report only if it meets a certain threshold.  I have set up a Data Alert, which will alert them when individual lines meet the criteria, but they want to see the entire report like a subscription does.

I understand that there is a link to the report at the bottom of a data alert, but often users are getting these emails on phones / remote devices where access to our intranet is not possible.  Also, alerts lack the nice formatting possible in the report.  Is it possible to set up a subscription to a report that behaves like a data alert?  Only emailing the report out when certain criteria is met?
