Why is a user unable to edit their http://mysites/SitePages/Home.aspx page

I have followed various blogs and technet pages in setting up the my sites. and users go to a mysites page when they select the menu item.

However, I found this morning that at least some (probably most) users are not able to edit the default page that the out of the box link sends them to - at our site, it is calledhttp://mysites/SitePages/Home.aspx  .

What they get is a vanilla team site page with a vanilla wiki that says welcome to your site.

If they select the "My Content" they get a view that displays the lists and libraries and can create new lists and libraries, new items or documents, etc.

But there is no site actions button, no edit page button, etc.

Something isn't quite configured correctly.

What kinds of things might cause this condition?
