Can't Start SP Site

I setup a SP site a while back; it ran fine for several months.  Just today, I tried to login and I can't login. 

Below is a screen shot of what I get now:

If I put the URL into a browser, it used to prompt me for the password; now I just get an error.  I tried the steps above; I got an error from that too. 

Can someone please tell me what I'm doing wrong?  I'm guessing it's not started, but I don't know for sure.
