Sharepoint 2010 SP2 upgrade issue - PSConfig failed.

Hi, Im running SharePoint 2010  SP2 upgrade (oserversp2010-kb2687453-fullfile-x64-en-us) on my DEV single server  farm . After installing the binaries ,reboot and run psconfig -cmd upgrade -inplace b2b -wait -force 

Command failed with below error
