Unexpected Error when using Address Book

When I try to use the Address Book functionality to find a user I keep getting this error message.

Other site collection administrators are able to use it correctly, however when I try I get this error. Some other site collection admins get the error, and some do not. It doesn't matter where I use the address book, however it's usually for permissions or to add reviewers, however it isn't just limited to these areas. Anywhere where I use the Address Book function I get this error. I'm able to use the autocomplete people icon next to the address book without issues. 

Any suggestions on what I can do to fix the issue?
