Output cache? Customized page layout won't be available in subsites until multiple tries

On the "Page layouts and site templates" page, I tried to enable page layouts. Sometimes, I could do it in one shot.  Sometimes, I had to try more than 10 times to make it available. I didn't get error message. I am wondering if it is caused by output cache?
