User Profile Synchronization Mystery - Sync Service Will Not Start

After installing PowerPivot and Reporting Services my sync service, which had been working fine, unexpectedly quit.

I try to restart it to no avail, I have scrapped the UPSA and re-provisioned to no avail. I cleaned out all of the left over app pools and nothing

FARM ACCOUNT IS ADMIN ON LOCAL MACHINE
FARM ACCOUNT HAS DB-OWNER ON SYNC DB VIA DBO
DB IS RUNNING ON DEFAULT INSTANCE

Here are the pertinent log errors:

ILM Configuration: Error 'ERR_SERVICE_NOT_INSTALLED'.

ERROR  ILMPostSetupConfiguration: ILM Configuration: Validating installation of SQL Service FAILED

ILM Configuration: Error 'ERR_CONFIG_DB'.

UserProfileApplication.SynchronizeMIIS: Failed to configure MIIS post database, will attempt during next rerun. Exception: System.Configuration.ConfigurationErrorsException: ERR_CONFIG_DB
