Why user cannot publish workflow with Full control and Design permission level?

Hi all,

I have Full control and Design permission on Site Collection, i am getting the following error when she tried to publish workflow by using SP 2010?

with 2 options

start workflow automatically when item is created

start workflow automatically when item is changed

" You do not have permission to do this operation. Ask your web site administrator to change your permissions and then try again, or log on with a user account that has this permission. To log on with a different user account click OK."

But i can publish when i click option "allow this workflow manually started"
