Grant Regional Settings Permission

≫ Next: MySite went down but was up after the application pool was recycled. Can someone help me in investigating why MySite went down and how it was up simply by recycling the app pool?

Running SharePoint 2010 and we would like to give the granular permission of "Regional settings" to certain users who have Design rights. Is this possible?
