Usage Data Import sits at 0% complete for an hour?

So my timer job has been sitting at 0% complete for an hour.

When I look in the ULS, what I see is a message about deleting old usage log files, then a failed to delete usage log file because it was still in use.

I also see messages about the previous timer is still running  so the current instance will be stopped.

I don't see any messages about permission issues.

I read the related threads. I do notice that patch KB2775511 is installed here. The thread mentioning problems with that patch were from last year. Is this still relevant?  Our server people prefer to keep MS patches in place unless it is certain there is a problem.

We are running the sharepoint 2010 service pack 2 as well as cumulative update April 2014.
