Inactive resource in PWA and Active directory can still be assigned permission in sharepoint 2010

hi 

One of the inactive resource  in pwa and in active directory but  still shows active on sharepoint site (permission)and I can still assign that user access to sharepoint site in sharepoint 2010.

There are other inactive users but I cannot assign them any permission. What Should I look for?
