Move-SPSite : Operation is not valid due to the current state of the object

Hello Team,

We are trying to move a site collection from One Content Database to another.

when using Move-SPSite command in Power-shell, we'r getting below error.

"Move-SPSite : Operation is not valid due to the current state of the object."

We have done some analysis from our end and we believe it may be related to upgrade issue.

The current patch installed on our environment isService Pack 1- 14.0.6029.1000.

Also in central admin we see that the upgrade is blocked..

Can you recommend solution for the same?
